1. Hero Skill - Reduce Construction Cost Buff
- Assign as a hero with the skill to reduce the construction cost as a Command Center Minister
- Level up the hero and enhance the skill using skill elements to increase the percentage for the buff
2. Research Facility - Construction Cost
- Complete the research projects related to Construction Cost I & II (Planetary Development)
3. National Policy
- Unlock the National Policy called Capitalism (Tier II) > Unlock the Sub-policy called Materialism to activate the buff to reduce construction cost
