Here's how you can unlock the 3 additional fleet slots:


1. National Policy
- Despotism > Royal Bodyguards or Liberalism > Volunteer Army

Note: Resetting the National Policy will also remove this buff or benefit.





2. VIP
- Reach VIP level 6

To check your VIP points - Commander's Info > Tap this icon  located beside your Commander's name.




3. Research Project
- Research Facility > Fleet Management > Deployed Fleets




Note: 
- 2 slots are provided by default

- 1 temporary slot can be unlocked by using the fleet mgmt item
